Look at Dacia in Europe, they are exactly that. Maybe not crank windows, not sure.

I‘d guess electrical windows are maybe even cheaper nowadays

the reason crank windows are no longer even an option is because any changes to the cockpit require extensive testing of airbags and restraint systems in order to ensure that the handle sticking out of the door doesn't interfere. it's not cost effective to have both options.

Also if you're driving by yourself electric windows can be opened/closed without leaning/pulling over

iirc there was a car with an electric mirror on the far door, but the driver's one was manual (want to say it was a Merc)
