Not so sure. Looks like she was blindly following the vehicle in front of her and had no idea (or didn’t care) about the merge. Guessing she either A) didn’t see the road signs or B) decided she was more important than everyone else on the road in a smaller vehicle.
He was right. Her lane was ending so he had the right of way to stay in his lane. She should have slowed down to merge behind him if she didn’t have the proper clearance. She probably ended up with several citations.

Am I missing something? Cammer appears to speed up when he sees a car passing, and then complains that they merged in?
