Its always baffling to me to here about places where the cops dont enforce the laws, especially in a country that imprisons more people per capita than anywhere else on earth

So you're implying that wherever you live, 100 percent of law violations go punished? Or at least that the police put in the legwork of investigating them? Either you live in a place with no crime, or you live in a place with a truly absurd number of police officers.
I think these things are actually related. We let things get out of hand and then people end up committing horrendous crimes and they go to jail. If we intervened earlier, people wouldn't go so far.
No people aren’t committing murder because they got away with speeding. Cops are just lazy. There’s so many people in large metro areas that pulling over everyone that’s speeding would end up with days of paperwork. It’s easier for them to just ignore it all. Violent crimes increase when people are desperate. And shits been really, really rough on the average person for a while now.
In LA, the cops can’t pull over people for reasons other than public safety. So no one gets tickets for broken lights, expired registration, etc. Obviously this was done because the police were abusing it to pull over anyone, particularly people of color. Now it’s backfired somewhat because the people most likely to have accidents and run away from them are the uninsured, driving without a license, etc. Speed cameras have gone up now so hopefully that helps somewhat.
