Who is the Swiss Lotto guy?

I am obsessed with the Swiss Lotto guy: his florid costumes, his confident air of being known to the viewer. Is this fellow a well-known actor or other entertainer? Is he by contrast only the mascot for the lottery? Please help advance my integration by filling me in on this omnipresent chap.

OK, thanks, for some reason I didn't think to look there. I think I did Google search years ago but called up dry.

I like to think this actor and Martin Suter get dressed up and paint the town read on a Saturday night.
