I honestly don't know. I'd assume a smaller critter like a hamster would require less speed to reach terminal velocity due to less wind resistance. As opposed to trying to yeet a tiger, which would create more drag and require more force. I'm no expert though.

Pretty low actually. Staff is roughly related to area, Gravity is a volumetric force. So as animals get larger, acceleration dominates more. Small animals reach a low terminal velocity. A mouse or a (young) hamster might walk away from a fall off any height.
