Not really, Alllied newspapers such as the Australian The World's News or the British Daily Mail reported that the Italian media (in a version the Radio, in another version the Fascist Popolo D'Italia) claimed this. Which is quite different, as the point of those stories is to claim "the enemy is lunatic".

I never noticed before that the Loch Ness Monster looks very tiny in that photograph. This is definitely not a picture of a giant creature. Look at the size of the ripples in comparison to the "monster".
