The NM cable caught my eye, but the network cable takes the cake

Yeah. As someone who’s done both bartending and telecom. I’ve seen this WAY too much, and 100% that’s gonna brake Friday or Saturday night at the WORST possible time.

So many code violations…
Let’s begin:
2026 NEC 334.12 specifically prohibits Type NM cable where subject to physical damage.
334.15(B) requires exposed NM cable to be protected from physical damage using an appropriate wiring method/protection. Where NM passes through a floor, the Code specifies substantially more protection than just laying the cable on the floor.
334.15(A) requires exposed NM cable to closely follow the surface of the building finish or running boards.
Under 334.30, NM cable has to be secured and supported at prescribed intervals and within 12 inches of cable entries into boxes/enclosures. The 2026 NEC also tightened this up by requiring the securing hardware itself to be listed.
If I was at that bar, there’d be an anonymous call to the electrical safety inspector

Is that a ton of JB-weld on that romex? Or just mud?

From what I could tell, it looked like it was just the grime it had accumulated. I'm guessing nobody is brave enough to get down there and really scrub it (rightfully so). I guess it's possible they've covered it with something to cover up damage

This is sadly the reality of a lot of bars and restaurants. I've worked in many during my younger years, and every one of them would've been shut down if the health inspector came for a surprise visit. Besides Panera Bread, I will say they always kept the kitchen clean while I worked there.
Pizza places though? Yikes. Frayed electrical cords like these, food containers on the floor in the walk-in freezer, prep (toppings for subs and pizzas) constantly being re-used from the day before instead of cutting up fresh prep daily as you should. The list is endless.
Oh, I also once witnessed a fryolator oil spill that covered the entre kitchen floor, the owners simply wiped it up with towels and used that powder that absorbs liquids, and that was it. No actual proper cleaning.
