So he's saying two possible things.

  1. They're so irresponsible they can't stop it, which means they should probably be in prison for gross negligence.

  2. They will facilitate it, in which case they should be in prison.

Only open ai, anthropic, and governments currently have the compute capable of that

#3 - The invaluable, necessarily unstoppable work they are doing may lead to a situation in which they (or anyone) would be unable to stop it, through no *fault of their own.

(* Placing blame instead on some outside force putting strict regulations on preventing said situation)

(and of course the work isn't invaluable and could be done more safely, when crimes are committed like HuggingFace [and the rampant copyright infringement to train LLMs!] they should be charged to the C-suite executives)
