most sci-fi settings with advanced AI find ways for the humans to win/keep fighting, reality does not need to be so narratively convenient to humans.

Blackwall wasn't really a win. It's a cage that the rogue AI helped build to keep us out of their business and NetWatch hunts down anyone who pokes at it.

Do you see being stuck in a cage as a win if the victors built the cage? And Blackwall isn't really ICE, it's another AI.

The Blackwall is the only AI that isn't rogue, at least from outward appearances. It's still doing the things it does (which is what it was designed for) at the behest of NetWatch.
