Troubleshooting I'm Gmail Admin - Can't enable Android Apps

I've been toying with this Chromebook for 4 hours. I've turned on every single permission I can for my law firm's new chromebook in the admin portal, and I can't get the Play Store turned on. No matter what I do, the "Turn On" in the setting's "manage google play preferences" is still greyed out in the app settings. I bought an upgrade and registered the device in my law firm's account as well. I'm at a loss.

Edit - The CB is a Duet 11. Not sure if that matters.

Oh this an important one too. And kind of hidden. Make sure you are using your super admin account. Go to this support article. There is link that says accept android play terms.

Did you enterprise enroll the Chromebook into Google admin console, or did you just sign into with your workspace account?
Depending on the path you took will take you into a slightly different way/config to enable android on CrOS
I would first recommend you go into your admin console, go to billing and subscriptions, add subscription and add android enterprise management, it’s free to add it.
You may also want to enable chrome enterprise core too if you did not enroll the device into google management.
Once you have that turned on, I would then go to chrome section in the admin console and in apps and extensions. Click the user and browser tab and look to see if all android apps are allowed. If it is set to block apps except and what admin allows that could be an issue. Finally in app settings tab you can control the allow all android apps, and I believe there is another policy to enable android on chrome os, which you should enable, and is why the android management license subscription is required

This is a paid for enterprise plus prescription.

In users and browsers it says “Play store: allow all apps, admin manages blocklist” and then is the user app settings I have all android permissions turned on.

In the admin console, apps, additional services, and ensure android and playstore services are on.
