No, local residents pay for the upkeep through their tax dollars. Should she be allowed to exclude minorities from a local park that she wants to enjoy in peace?

I didn't imply that they are. That's what you assumed I was saying.

Not relevant to this discussion, but I do believe immigrant minorities are generally more disruptive. They usually come from poorer family backgrounds, so parenting is less prominent.
