I'm sorry, were those young Mexicans or were they US citizens enjoying a culture of their choice in a US park?  

Maybe it shouldn't matter, but I'm tired of US citizens being labelled as from somewhere else because of their skin tone or cultural choices.

The US is a multicultural nation.  If the US used it intelligently, the US could use the military a lot less, and have a lot more actual influence in the world.

I get your point. May I add that it shouldn't matter?  Respectful enjoyment of public works (parks, museums, etc) is their purpose and these public works are for respectful enjoyment by residents and visitors alike.

By their very nature, these public works are designed to bring peoples together around appreciation.

Respectful legally includes quiet enjoyment
