Yes, it happened in 2000. But the guy eventually dropped the case. So the radio station never had to payout.

Closest thing I can think of was the Toyota - Toy Yoda thing where they scammed a girl into thinking she was getting a car and gave her a star wars action figure instead.
And there were also gambling sites back then that paid people to tattoo their website on them.
Maybe you're thinking of one of these.

My cousin put out a ad in a newspaper that he was selling an ad spot in the form of a tattoo on his calf. He was so hyped about it, but no takers!

This is scripted but based on a real story.
A radio station offered $100k for anyone who got a tattoo of their name on their forehead and even drove a man and his step son to a tattoo parlor and paid for it to be done, before telling them it wasn't real.
They both sued, 1 dropped their case and the other had it dismissed when they failed to turn up in court.

In my country a radio station dared the listeners to walk into a bakery shop, buy a cream pie and then smash it into the face of a female cashier for a prize of $2000. One listener did so. Both the listener and the radio hosts received sentences for violence.
(40 days suspended sentence + 60 hours of community service).

So my buddy was going so sue my other buddy for small claims. Buddy A is doing the suing, Buddy B is getting sued. They were offered to be on Judge Judy. The rules for Judge Judy was if they found that Buddy B was cleared, they split money and both get paid the amount that Buddy A was suing for. If Buddy B was found liable, Buddy A gets paid the full amount and Buddy B gets like 300$ and flights and hotels are paid for for both Buddies. There’s an agreement that Buddy A has to drop the official case against Buddy B so he doesn’t double dip. All this to say, it was going to be based off a real small claims suit but they already have it cleared.

Who the fuck uses the word krud in their vocabulary? I haven't heard that word since I stopped watching Simpsons. That tattoo isn't real, and TV court's can only take small claims.
