Hes still a dickhead, and its a shame the girl had to have her nice time partially ruined, but to describe this as some calculated act to get at the girl is genuinely mental.
I'm a woman who experienced creepy men at a young age. I started getting boobs at 9. Old men looked at them. A lot. I actually ended up getting a breast reduction when I was 19.
I don't think this guy is a creepy pedophile. I think he didn't see the girl because she is much shorter than he is and he's drunk as fuck and not paying any attention. It's rude, and he is still being a jerk and ruining the poor girl's fun time, but it doesn't make him a pedo. He does get close to the dad. He's just able to see the dad better because he's in his eye line.
I do still feel how I feel about the video---I don't think he was being creepy. Just rude and drunk and taking up more space than he had any right to---but I do understand where you're coming from with your perspective. I think a lot of women do.
I'm really, really sorry you had to deal with your stepfather. It fucking sucks that we have to go through life being incredibly cautious in a way men do not, just because of things we have no control over. I understand how preconceived notions can form when you have grown up like that. I don't blame you. I truly hope you are in a better place now.
Stop projecting and jumping to conclusions. Nothing in the short video shown is anything that tells us it's "ruined". Also stop damning the drunk dude as some kind of creep.
For example - I once got smashed at a resort beach bar, stripped down to my underwear to go swimming, and stumbled up to a beach bonfire to warm up. It was super dark out and drunk as I was, it took me like .. 3-5? minutes to realize that a family was sat around it, and there were 4-5 young children there. I just stammered "have a good night!" and staggered off in my underwear once I realized it. I'm not even mad they sent resort security to escort me back to my room after that.
Not trying to make excuses; it was just a lesson to me not to get that drunk and act out in public in the future. That was a bit of a low point and I haven't done it since.
But I certainly wasn't malicious or pedophilic, it was just boorish oblivious behavior.
