You would need to write the encryption information to a file on the device that negotiated it. For example if you want to decrypt your own https packets on your own computer in wireshark you need to have chrome writing information about the encryption handshakes to a file that you then load in wireshark with the packet capture.
When I moved from my home town and got my first apartment and was broke AF I hacked my neighbors WiFi. It had WPA encryption but had WPS enabled which was vulnerable. Took about 10 hours with my laptop and I still remember the password was vivahorchata.
