Console is something you can see out of the corner of your eye (if your car doesn't have heads up display in it nowadays) and has very locked down features in use. You're basically limited to GPS and it won't let you directly interact much when the car is in motion.

The other is just a phone you can do anything with and there is no real way to use it without an attachment (same exact thing as the console basically) or holding it with your hand.

Some people on reddit hate them because they don't understand them, but they are infinitely safer. That's the reason they are required.
