It depends what the ground rules are. Ostensibly the Padres coaches know the ground rules, because when lineup cards are exchanged the umpires brief the managers on them. I assume they don’t actually do this much, though, because everyone has played in these parks for years and feels like they know the deal.
I don’t know what the stadium’s ground rules are. But there isn’t a universal rule so it’s not analogous to a wall or anything else; it’s defined on an individual park-basis. That’s why the Rays and Astros have different ground rules for different parts of their roof. Apparently the ground rule here says the roof is in play. I agree that’s stupid, but it’s stupid for both teams and agreed upon. So it’s the “right” call, but it’s still totally unfair.
It was clear watching that the ball was headed over the fence, fair or foul. I’m not a Padres fan so I can say that unbiased. But if those are indeed the ground rules, nobody got a call wrong here; it’s just incredibly stupid and screwed you guys out of a possible win.

Here's some physics calcs for you from a comment I made in r/baseball:
At 105.3mph and 49° (reported) with the stadium at 635ft above sea level, 59°F air temp and 0mph wind, and including air drag on a baseball, ballistic calculator says ~375ft; at 70°F it goes ~378ft. The wall is at 344ft along the 3rd base line and the next marking over according to the field map on Wikipedia is 370ft, so seems like it would have been a HR with at least 5ft to spare.
This could be dialed in further with the time it took from being hit until it hit the roof; since it clearly deflected downward, it hadn't yet reached the top of its trajectory. If you considered that time as the time to reach the apex and it'd still be calculated to clear the wall, then it definitely would have gone over had it not hit the obstruction.
It would also help to know the height of that part of the roof, and the spin direction, angle, and RPM of the batted ball.
None of this changes the rules at the stadium, but it does show that A) the rule as-written is demonstrably dumb, and B) Statcast showing the distance hit based on where it was caught (325ft?) is also super dumb.
And about the erroneous Statcast 325ft "projection":
I strongly suspect that in the moment they didn't calculate HR distance at all, because why would they when the ball was caught in fair territory? In any normal circumstance it's categorically NOT a HR because of the simple fact of where it was caught. Just think of the logic of it outside this freak occurrence: when would you ever do projected HR distance for a caught ball? Maybe in a HR robbery situation, but even then they usually just do "distance to the wall" plus some rough guess somewhere between the outfielder's arm length and 1.5x the height of the wall at that location, depending on the trajectory.
Continued:
[People are] assuming they even did any math vs just reporting the distance at which the catch was made, because under any normal circumstance you don't need to calculate a projected HR distance for a caught ball. It's faster and easier to just put an IF-THEN statement in there that grabs the catch distance than to always be calculating trajectories for batted balls that you already know where they landed.
Uncritically repeating what Statcast says isn't "science".

The statcast screenshot, if you read it (which you obviously can’t) said it’s not a home run based on the hit distance of 325… where it was caught. The ball was still going up until it hit the roof (also obvious) and came down early because of it. The hit was going to be a home run except the stadium has a “no home runs too big!” baby rule.
In all seriousness, this is the kind of shit level analysis that I expect from dodgers fans, and don’t come back to our sub.

Removing the impediment and calculating LA, EV, height and distance of impact (ball was not at apex) - the rough calculation is a median 365’
And spin has not even taken account into this equation.
So, because a HR has never been recorded above 46* LA at AFF, doesn’t equate to impossibility.

Downvote if you want - I’m annoyed as fuck the way the roof made that decision, but the Pads put Miz out in four, gave up a couple of HRs for three total, we “lost” 2-3 against the team with the best record in baseball. We’ve still got the attitude (especially now), and the depth to beat the Brewers. Basically, they put up the best they had and only won by one, and had architecture not decided to intervene, we’d have probably taken out their best, tonight. We out-hit them, and sans a stupid errant throw by a fucking pitcher, out-played them in every other aspect - even getting drilled in the nutsack, both literally and figuratively! We swept them in Petco before, and if we just get one, they come home, again.
I’m not an optimist, normally. My AL team is the A’s, for fucking fuck’s sake!! But, the Padres are the better team. I think we got this.

There was rain in the forecast in Milwaukee last night; it takes a pretty significant amount of time to open and close the roof, so they have to make that determination prior to the game. MLB controls the roof in the postseason and that’s the determination they made

Per Baseball Savant’s Launch Angle/Exit Velocity spray chart visualizer, there have been 28 balls in play with a 49 degree launch angle and 105 MPH exit velocity since 2016. Only 1 has resulted in a hit, which was a double down the right field line.
If we were to round up, since France was credited with 105.3 mph, the 49 degree / 106 mph balls fare a little better, at 3/15 with a HR, 3B, and 2B.
Still, combining those two gives 4/43 with a 2.3% HR%. Hard to really say France was “robbed” or that he should be credited with a home run. At minimum, France wasn’t as unlucky as the many batters who launch fly balls at Wrigley that get knocked down by the wind.

There are rules in place for this, American family field has published ground rules and it was called correctly. And MLB dictates roof open/close during the playoffs. And it was actively raining.

It’s implemented year round. The difference is the MLB requested the Brewers to keep the roof closed even with nice weather. All managers are aware of the rules at American Family and were reminded again before the game (Padres manager said so after the game). You can blame anyone you want, but MLB is to blame, not the Brewers.

The only reason people are upset this much is because a few chucklefucks in the booth who have no concept of ground rules made some speculations live on air while it was still in doubt. If the Padres team actually thought it could’ve been a homer that would have been the review or we would have seen a lot more pissed off coaching staff on the field
