Scion Metamorphosis
What do you mean only the Greeks can shapeshift?! That’s Loki’s whole thing!

There's a Trickster knack in iirc demigod which allows for personal shapeshifting as well, which anyone with the Trickster calling can take.
Metamorphosis is more about the ability Greek gods display to turn into things like clouds, rays of sunlight, a golden rain, as well as their ability to transform others, like turning people into animals or star signs. Beyond that there's also their extremely common habit of disguising as others, even for those who don't have a Trickster calling. Turning into an animal is a more basic use of the purview, but nowhere near the only one.
Saying that, it is somewhat odd, and it makes creating non-Theoi shapeshifters more difficult, given that other shapeshifting powers tend to be trickier to access.

The Player's Guide, Saints and Monsters, has options for Denizen Purviews, one of which is called Transformation and is in fact about changing shape exclusively. The book even outright says that Scions can take Denizen Purviews, which is probably the easiest way to get the ability outright. People have already called out the Trickster Knacks in Demigod that let you change shape, and there's a sidebar in God that gives you the ability to shift gender pretty much whenever you want for free.
This IS one of the more common complaints I see/hear a lot though, that there isn't an easy and obvious way in Core for people to do Animorphs or whatever. I'd probably let people do it through a Beasts Marvel if they had that Purview.

plenty of other characters can shapeshift. Its just that metamorphosis is the Greek gods specialty. This comes from the strong themes of transformation and change from the work called the Metamorphosis, which is the source for many retellings of Greek myth. In it, gods turn people into animals and monsters, turn themselves into animals and monsters, or even go full elemental or abstract with their transformations on occasion
Loki is still a shapesfifter, as are the kitsune, and all sorts of other mythical figures. Trickster calling gets a bunch of shapeshifting stuff for example. The Greeks are just really good at it.
