First time google plus user here, how do credit usage percentages work for videos?

Recently got me the free google AI plus subscription and the way video generation works is doing my head in

Sometimes videos take up 50% of the usage limits, sometimes even with 50% left of my usage limit I get hit with the "I can create more videos as soon as your limit resets. Check your usage in Settings"

For most of the 10s videos i generate, it uses upto 36% percent but I don't understand why the system won't generate a video with ample credit percentage left

Not gonna lie, for a second the title made me think we were back in 2013.... 🤣🤣🤣
