It says ”wet” is when water touches a solid surface, therfor if a molecule is a solid surface, and water is made of molecules then they touch each other, making it wet.

Given it’s still a liquid, just much more viscous than water, I’d assume no, it’s not wet

So when IN water I'm guessing that in its usual form Vaporeon can be considered wet, you gotta bathe your Vaporeon right? But if it uses its ability to become mostly water, those water molecules themselves can't be considered wet even if surrounded by water sources that isn't actually the Vaporeon itself
(I'm not sparking the wet water debate dw, I just love that Vaporeon can do some weird breaking physics stuff)
