I mean, they are or will be?

Have they exclusively stated in an exhaustively read and understood terms & conditions that they don't do this?

Im pretty sure they have stated that they DO it. For "improvement, review and marketing purposes".  Thats why most reputable companies are using Copilot with Microsoft enterprise, as they get a "sandboxed" AI, where the enterprise data is not shared with Microsoft /others.  

Pretty sure OpenAI and Anthropic and others have also their own enteprise offerings, but for normal people, non enteprise chat? They are 100% using the data
