Basically a China wins law.

Oh no, big bad china will win. Win what, human extinction/mass unemployment? There is nothing to win here. The more you progress the more you lose. Not to mention that china's "progress" is mostly tied to distilling usa's llm's, and would massively slow down if usa stopped dropping new models.

They will be the ones who will shape superintelligence instead and thus the destiny of mankind. Llms won't become superintelligent, so this law would ban them only if doomers extend it to llms too. If llms were stopped, then China wpuld eventually train better ones and get their market share.

"Shape superintelligence", are you serious here. If the superintelligence can be shaped and influenced by less intelligent species, it never deserved the title. It will do whatever it wants no matter who develops it. Where is the china's funding in LLMs? Last I looked, it was less than 1/20 of the us funding. The "eventually" you are talking about might as well come in 2040 with this kind of pressure.

China can do way more with way less than us.

Their resourcefulness might run out once there is nothing new to copy-paste.

They may make a supersavant loyal to the party. After that it may develop into something else, but meanwhile China would have AI superemacy. If ai development is banned in the US then naturally more funding will go to china. They made models approaching american ones with less and not necessarily with distilation.

Okay?

Should American billionaires/sociopaths shape the future of mankind? Because that seems to be the alternative.

Not defending this law, but get off it mate. America is a far bigger threat to the future of humanity.

At least then the US goverment could have a say. Trump won't be in power by then. But what i really want is for superintelligence to be developed as fast as posible.

Total military, economic and social dominance?

Are we still pretending this tech isn't dangerous?

Yeah, I know. So dumb. Sadly the stupid masses gravitate to the "YeH sTiCk  iT To tHe  man!" mentality
