No. Yes they likely have that, but they wouldn’t be sharing the information publicly. And certainly wouldn’t be publishing the names of the laboratory or researchers. Research on deadly pathogens is fairly standard in that most countries are doing it.

Yes and no. In Soviet times, yes. Nowadays...less so. The lab is a regionally-known facility working with high-risk pathogens and has a name and a public profile and researchers who publish and a location in a populated area, making it less likely it's working on the darker side of things. On the other hand, though, it is also not some innocuous hospital or commercial facility either; biodefense (which is still not necessarily the same as offensive work) is part of its mission.
