“the DEVIL you know” is one of the strongest psychological advantages an incumbent has, but it can also become an indictment—if voters know the devil well enough, familiarity stops being reassurance and becomes the reason to change.
Financial liabilities? More than doubled.
Strategic reserve? From $200 million to about $9.5 million.
Capital backlog? $1.5–$1.6 billion sitting in previously approved projects.
Capital projects waiting? 583.
Tax freezes? Bills pushed into the future.
Sunshine List? 820 employees in 2018; more than 2,100 in 2025. The $100,000 threshold has not been indexed, so I would use the number but acknowledge that qualification.
Mayor’s office spending? More than $400,000 in non-salary expenses in 2023 and $460,000 in 2024.
Staying within his own budget? His reported non-salary spending was almost twice the approved amount in 2023 and more than twice it in 2024.
Taxpayer-funded social media? Hundreds of thousands of dollars.
Foreign travel? Frequent.
Public accounting for the return on that travel? Thin. Reporting based on expense records has repeatedly questioned what investments or jobs resulted from the trips.
BramptonU? About $630,000 spent; university abandoned.
BramptonU deliverables? City staff could not locate a number of them.
Forensic investigations? Cancelled before they were completed.
Ontario Ombudsman? Encouraged Council to revisit the decision to cancel the audits and stressed investigator independence.
Procurement safeguards? An internal audit found limited-tender contracts did not require the same conflict disclosure protections.
LRT tunnel? Announced repeatedly; construction funding still not secured as of August 2026.
World-class cricket stadium? Promised; still not built and no longer meaningfully funded in the budget.
Downtown Reimagined? Cancelled after Brown took office.
Replacement downtown transformation? Eight years later, still waiting.
Riverwalk? Delayed repeatedly.
Money collected for capital work? Huge amounts remained unspent while projects sat unfinished. The 2024 capital status report showed $3.19 billion approved across 583 active projects, with reporting identifying roughly $1.2 billion unspent or uncommitted.
Major projects funded by Brampton? Increasing reliance on debt, grants and hoped-for senior-government contributions. The 2026 budget includes projects with funding categorized simply as “other.”
Long-term liabilities? $38.1 million in 2024 to $96.1 million in 2025.
City Hall accountability? The Ombudsman has been telling Brampton for years that an independent Auditor General would strengthen public confidence. Brampton still does not have one.
City staff used during Brown’s federal leadership campaign? The Integrity Commissioner found seven mayor’s-office employees worked on the campaign during normal working hours and could not find contemporaneous leave approvals; because records were inadequate/altered afterward, the Commissioner could not make a Code finding against Brown. But... you know. We all know.
Police spending? The Peel Police budget has roughly doubled over eight years, while Brown and allies opposed a proposed audit in 2026.
Announcements? Plenty.
Ribbon cuttings? Plenty.
Finished transformational projects? That’s the question I would make him answer.
But more fundamentally, tell me this:

Howden Rec Centre? Jeffrey (Planning began March 2018)
Orangeville rail trail? His era, not his idea
