But none of those things will stop anyone else from using the park. There’s space there for 30 picnics and people could still walk their dogs and use the paths

I think that's her point, though. Yes she's a racist asshole, but she has a point that people can't just enjoy that park for picnics if there's a staged proposal there every weekend.

This mindset doesn’t make sense. If you want to use the park, go use the park. It’s public; you can’t have any expectation of it being your private picnic ground any more than the recently engaged couple in this video having the expectation that no one will be in the park during this proposal.

They also can't have a picnic if someone else is having a picnic. Why should picnics take priority over any other life event that can take place in a park?

Look, it’s overreaction but this is a planned thing that’s potentially hours. They have to set up and take down.
